For context, OP, I think this is American slang. I am a native English speaker and have never heard anyone say/write this. I assume it is quite popular in the US, given the number of comments confirming its validity.

I believe that the origin of raw dog is for, usually a male, to not wear underwear under their shorts or pants. Then I believe it can also be used to do something with the bare minimum equipment or tools or whatever comforts one might use. For example, I've recently heard it used to talk about people raw dogging flights, that is, a person who takes a long flight without listening to music or reading a book or doing anything except sitting there. I am puzzled by how it is used in the sentence you provided, however. I suppose the meaning now also means to get away with something.
