It’s a reference to the Rick Astley song Never Gonna Give You Up. It’s *very* well known among those of us who grew up on the internet, as it has been used for a variety of jokes. The lyrics have been swapped for words implying that the person reading the poster is not going to hang up the art they had intended to, so they should use the company being advertised (TaskRabbit) to have someone else do it for them. The swapped out words still work with the song’s melody.

They are referencing the famous Rick Astley song for the purpose of making an amusing advertisement.

To be fair, I was told by a guy who taught English as a foreign language that getting tabloid newspaper pun headlines was a very high level of English use. These are similar to such headlines.
