There is either some weird joke I don't get or it's just broken English.
There is a popular meme format "(S)he's a 10 but ...", where "a 10" means she scores 10/10 in attractiveness, but then it's followed by some sort of unattractive or off-putting trait that she has. However, this graffiti is lacking an "a" before 10, meaning she is 10 years old.
Shein is a Chinese e-commerce company synonymous with cheap fast-fashion items.
Maybe the joke was supposed to be "She's a 10 but she wears Shein"

There's a company called Shein where you can get cheap clothes from (primarily women's clothes). Some women do buy lots of things from there although why it would be a red flag I couldn't tell you. Maybe because it apparently has some unethical ways of producing the clothing but I'm really not knowledgeable about it.

SHEIN is a company where you can buy very cheap clothing and goods direct from China but sometimes the quality is really bad. People still buy because it’s so cheap, and sometimes the stuff is good. Some people use it as a synonym for low quality and cheap.

I think in this particular case, they are referring to the discount clothing website SHEIN. So basically, they are she is beautiful but fake.

agree with everyone that it's a reference to fast fashion company shein. i think that they're saying that she's a 10, but low quality. she's a 10 for what she is, but consider the source / other factors.

SHEIN makes a bunch of fast fashion stuff that looks good on the surface but falls apart after a short period of time because it’s cheaply made and low quality.
She’s a 10 but SHEIN implies that “she ain’t pretty, she just looks that way”. She may look good but she’s got a bad personality.

Like the other commenter suggests, this is probably a commentary on the child labor use by Shein's suppliers. Shein is a fast fashion company that sells very cheap clothing that doesn't last long for people who like to buy a ton of clothes and aren't going to be wearing most of them more than once or twice. They were in the news because they found that some of their suppliers use child labor, which anyone could have predicted. You don't get clothes that cheap and still sell them for a profit at ridiculously low prices and there's any sort of human rights regulations in place at the factory where they're made. Thus it likely means that "She's 10 years old", the second part of it is probably a play on words, as Shein (pronounced "she in", not "shine" or "sheen") is short for She Inside (slang or dialect for she's inside) as the website was originally SheInside dot com. It's up for debate but I figure it means "She's 10 years old, but she's in Shein (as in working for them)."

Note: AAVE often leaves out the verb \[to be\] in this type of English construction which is what makes this graffiti work.
